Victoria L. "Vicki" Osthoff, age 67, of Dubuque, Iowa, was called home peacefully at 12:10 p.m., on Sunday, January 15, 2017, at UnityPoint Health Finley Hospital, surrounded by her loving family. To honor Vicki's life, funeral services will be held at 12:00 noon, on Saturday, January 21, 2017, at St. Raphael's Cathedral, 231 Bluff Street, with Msgr. Thomas E. Toale officiating. To celebrate Vicki's life, family and friends may visit from 3:00 p.m. until 7:00 p.m., on Friday, January 20, 2017, at Behr Funeral Home, 1491 Main Street, where there will be a parish scripture wake service held at 6:30 p.m. Burial will be in the Guttenberg City Cemetery.

Victoria was born on April 8, 1949, in Dubuque, Iowa, daughter of Anthony "Mike" and Helen (Splinter) Fincel.

Vicki was born and raised in the Dubuque area and would thankfully meet her soul-mate, Gary Osthoff, during her early years at Wahlert High School. They were united in marriage on January 16, 1971, at Holy Ghost Church, and were truly blessed with 46 wonderful years together, and three children. Vicki and Gary would spend the very first year of their marriage on the Navy base in Puerto Rico where they quickly developed a healthy and mutual respect and love for one another which would forever be present along their journey together. Vicki would eventually earn her teaching degree from Clarke College after they returned home to Dubuque, but she would joyfully place it on her back shelf, as her real desire was to work with much younger kiddos below the age of 5. She would easily find a way to fulfill her goals and go on to devote over 30 years of her life to watching children in her own home. In her free-time, Vicki never met a crossword puzzle she couldn't conquer, a garden she wouldn't tend to, or a crochet hook she wouldn't eagerly twist and turn a thousand times until the creation she had envisioned in her mind had become a tangible reality. But let it be known, that when there were continually warm and tender moments occurring within Vicki's heart, you could generally be sure that a grandchild was close by. Our hearts ache today, and our worlds will never be the same, but we are absolutely thankful for all of the time, memories and hand-made hats and blankets which remain to comfort us along the rest of our earthly travels until we are all reunited with our beloved wife, mother and friend again one day.

Vicki was preceded in death by her parents; and special grandparents, Edwin and Freda Osthoff.

A Victoria L. Osthoff memorial fund has been established, which will be distributed among her favorite charities.

Vicki's family would like to extend a special thank you to all of the doctors, nurses and staff of Finley Hospital who have faithfully cared for Vicki and her family.
