Andy was elected to the Iowa House of Representatives from 1953-1959 where he was initially one of only three Democratic members. They famously caucused in a phone booth. During his time there among his many impressive legislative accomplishments he wrote the law repealing Capital Punishment in Iowa, and was instrumental in legalizing Liquor By The Drink.
